Should cuff links be looser than regular buttons?

When I put cuff links in my shirt instead of using the regular buttons, it seems like I can fit another wrist in the sleeves. Is that how it should be?

    Unfortunately yes.

    Cuff links are from the yesteryear when fit wasn’t the greatest priority.
