What shoes to wear with this jacket?

I couldn't find the exact jacket online so here's a couple photos of different jackets to give you the idea.

1: Does this seem appropriate for France in the summer?

2: Would it go with shorts like these:

(but they're completely dark wash)

3: What shoes would go with them? I don't really want to wear heels. Please include links!

    Black ballet flat. It reminds me of Jean Seberg in A Bout de Souffle. Personally, though I’d wear it with a skirt
